Members of the Galactic Council on Clarion Station

The Galactic Council was as old as the Galactic Empire, and represented the individual sectors within the Empire's territory. Traditionally, the Council was agreeable when the Emperor was a strong figure, and less so when the Emperor was perceived to be weak. The Council's seat was Clarion Station.[1]

Cleon12 believed that if the the Galactic Council knew that the Genetic Dynasty had been compromised, it could have signalled the end of their rule.[2]

Members of the Galactic Council attended Emperor Cleon17's announcement of his marriage to Sareth I and his intention to end the Genetic Dynasty,[3] and the intended execution of the Foundation envoys Poly Verisof and Brother Constant.[4]

The Second Foundation worked behind the scenes to make the Council strong.[5] By 12,392 Era Imperial, Presider Kinn oversaw the Council. Cleon25 called for a vote on a measure to supply weapons to the Alliance of Traders, a faction within the Foundation that was looking secede. The vote passed in Dawn's favor.[1] The Council oversaw all fleet deployment actions, and they were required to approve Enclosures.[6]

As the situation on Kalgan developed, Cleon25, secretly working with Gaal Dornick of the Second Foundation, forced through a measure to approve an Enclosure around Kalgan. Councilor Vynod Tarisk represented the sector closest to Kalgan, and his wife and children had been trapped on Kalgan during the coup. Cleon used a combination of blackmail and catching Tarisk with his mistress to force him to support the proposal. A vote of the Galactic Council approved the measure, and the Enclosure was enacted. The Council watched as the Imperial fleet moved into position, only to be horrified moments later when the Mule, who had left Kalgan ahead of the fleet, detonated a cobalt spike on the Gold Horse Gate. The resulting solar expulsion destroyed the gate and sent an energy wave sweeping over the planet, killing the population.[7]

After New Terminus was taken by the Mule, the Galactic Council allied with Cloud Dominion and the Luminists to create a majority agreement to surrender Trantor to the warlord in return for peace. Subsequently, Brother Dusk would use the Novacula to destroy Clarion Station, along with a Cloudship and the Maiden. The Galactic Council was in session at the time, and its members were killed in the blast.[8]
