Councilor Garrow is a recurring character in the Apple TV+ series, Foundation. He is a member of the Galactic Council. Garrow is portrayed by Michael S. Siegel, first appearing in "Why the Gods Made Wine."
Biography[]
Council Garrow served in the Galactic Council during the reign of Emperor Cleon XVII. He was present in the arena when Cleon XVII announced his intention to end the Genetic Dynasty and marry Queen Sareth I of the Cloud Dominion.[1] Garrow was later present with Demerzel, watching reports of the destruction of the Imperial fleet over Terminus.[2]
